David Owen has asked me to reply to your letter

of 23 September, in which you asked for observations on the letter you had received from Mrs Mathilda Cheung, Chairman of the Hong Kong Government Shorthand-Audio Typists Association.

Mrs Cheung has written to a number of MPs and others in this country about her association's dispute with the Hong Kong Government. We are in touch with the Hong Kong Government over this subject, and John Stewart, the Head of the Hong Kong and General Department here will be discus- sing it with the Hong Kong Civil Service Department when he goes to Hong Kong later this month. In the meantime, you may like to see the enclosed memorandum summarising the background to the dispute, the points of view of the two sides involved and the action that has been taken so far. My impression is that the Hong Kong Government are acting in a proper manner and that an equitable resolution of the difficulties that remain between the two sides would better be sought by a continuation of the bargaining process in Hong Kong than by an appeal by the Association to a wider forum.

I am returning Mrs Cheung's letter.
