Thank you for your letter of 23 September about the dispute between the Hong Kong Government Shorthand- Audio Typists Association and the Hong Kong Administration. Unfortunately I was in Belgrade for the CSCE during the Party Conference, so I was not able to discuss this matter with you. I have however had a study made by the depart- ment here of the background to this problem, and you may find helpful the enclosed memorandum which sets out the points of view of the two sides and summarises the action which has been taken so far. John Stewart, the Head of the Hong Kong and General Department, will be going to Hong Kong later this month and will be able to discuss the case with the Hong Kong Civil Service Department as well as with Mrs Cheung before the latter leads her deputation to London.
