employment in the private sector is over-riding, and Government should follow and not lead.

The Fay Investigation Unit Report in respect of the Shorthand-Audio Typist grade based on its survey on 17 companies while the Report from the Froductivity Centre was compiled with the results of investigations conducted by the said Centre on 177 companies. It provides highly comprehensive and accurate data on the actual remunerations of Shorthand-Audio Typists in the private sector, whereas the survey conducted by the Pay Investigation Unit was only based on 17 companies deprivng the Report of due accuracy and broad comparison for the purpose of assessment.

THE APPEAL

to :-

The Association hereby appeal to the Governor-in-Council

(a)

to overrule the decision of the Secretary for the Civil Service that only reports by the Pay Investigation Unit can be accepted for reference in deciding the salary scale of the Stenographer grade when discrepancies in the said report were detected;

(b) to consider the adoption of the information contained

in the 'Salary Trends and Fringe Benefits' researched and published by the Hong Kong Froductivity Centre in 1976 as a supplement to the inadequacy of the captioned Pay Investigation Unit Report;

to review the salary scale for Stenographers and to set a revised salary scale for the Shorthand-Audio Typist Grade which is just and reasonable and to examine the "justification of our Salary Scale Proposal;

to improve the promotion prospects of Shorthand-Audio Typist by preserving the Personal Secretary and part

of the Supervisor of Typing Services Grades as promotion grade for the Shorthand-Audio Typist Grade in accordance with the recommendations of the Salary Commission Report 1965.

FROFOSAL FOR SHORTHAND-AUDIO TYFIST SALAKY STRUCTURE

28. We propose an initial salary of $1135 and a maximum of $2195 with a total of 11 salary points. (7.5% salary adjustment in 1977 has not yet been added into the proposed salary scales). Such figures and calculations are largely based on averages derived from the Productivity Centre Report. If the Shorthand-Audio Typists were not excluded from the Equal Pay Scheme for the purposes of their salary adjustment in 1971 similar salary points could be worked out as listed in our porposal.

We would be truly grateful if our present submission meets with your sympathetic consideration and that you would direct steps to be taken to rectify the long standing grievances existing for the past six years.
