To furnish a better picture towards the salary trends among other comparable grades in the Civil Service, the following chart which reveals the salary movements for the Shorthand-Audio Typists, Personal Secretaries, Clerical Officers II and Clerical Assistants for the years 1965 to 1976, is appended for ease of reference

The academic qualifications for the Shorthand-Audio Typists, Personal Secretaries and Clerical Officers are similar, i.e. Hong Kong Certificate of Edtion, while that for Clerical Assistant is Form 4 standard. Shorthand and typing speeds of Fersonal Secretaries are 110 w.p.m. and 50 w.p.m., and that of Shorthand-Audio Typists are 80 w.p.m. and 50 w.p.m.

The ranking criteria of both Shorthand-Audio Typists and Personal Secretaries are identical. The only difference between the two grades, as far as posting is concerned, is that Personal Secretaries work for Directorate Officers on salary points D2 or above.

Salary Scale
Prior to 1971, the salary scale of Shorthand-Audio Typists was five points ahead at entry $525 when compared with Clerical Officer II (Female) at $389, together with maximum equivalent to the entry point of Clerical Officer I (Female) at $980. Basing on the recommendations of the 1971 Salaries Commission, the llong Kong Government by then implemented the "Equal Pay for Equal Job" and "Pay for the Job" scheme. The Government's established principle on the aforesaid issue was to take into consideration merit, marriage, family status etc. when examining the salaries for the grades affected. It was considered unjust that the Shorthand-Audio Typists were excluded from the scheme with excuse claimed by the Government that the
