Appeal on Matters of Pay Scale and Promotion Prospects of Shorthand-Audio Typist Grade

INTRODUCTION
The Government Shorthand-Audio Typists Association is a registered trade union representing approximately 90% of some 400 female officers in the grade. Members of the Association have long been dissatisfied with their pay scale, promotion prospects and conditions of service, which do not adequately reflect their nature of duties and responsibilities. Since February 1976, representatives of the Association have exchanged views with the Civil Service Branch and a series of consultative meetings were held; nevertheless, today, no just and correct solutions have been achieved due to the lack of sincerity and good reasoning on the part of the official side. Conventional approaches, including petition to His Excellency, the Governor, were adopted by the Association, but were proven fruitless. Appeal is hereby submitted to the Governor-in-Council on the above-captioned matter for a review into the factors leading to the failure in reaching any agreement between the official side and the Association and for the consideration of just and equitable treatment to members in the grade.
THE SHORTLAND-AUDIO TYLIST GRADE

The grade was established, based on recommendations of the Salaries Commission 1965, in the same year to provide shorthand and typing, or audio typing services throughout Government Departments. Shorthand--Audio Typists are also required to perform clerical duties associated with such
services.

In 1976, the Government formed a working party for the restructuring on secretarial class. The working party consisted of representatives of the Fersonal Secretary and Typist Grades except that of the Shorthand- Audio Typist Grade. In December the same year, members. of the grade were notified by the Secretary for the Civil Service that the grade was retitled "stenographer" and restructured in accordance with new details of post.
