Since February 1976, by petitions, letters and meetings, there have been exchanges of view and consultation between the Staff and Official Sides; no just and correct solutions have been achieved due to lack of sincerity and good reasoning on the part of the Official Side.

Governments answers

(a) At the time of the consitution of the Committee

on the Secretarial Class on 13 January 1976 there were no known Staff Associations representing Secretarial Class grades. The Secretary for the Civil Service accordingly nominated a Senior Typist to represent typing grades, (Typist; Senior Typist; Shorthand Audio Typist) a Senior Personal Secretary to represent Secretarial ranks (PS II, PSI, SPS) and a Senior Confidential Assistant to represent Confidential Assistant ranks (CA II, CAI, SCA). There were thus 3 nominated Staff Side representations on the Committee of 13 members.

By the conclusion the Committee's meetings on 29 June 1976 it had been learnt that Units representing Class grades had been formed. Preliminary meetings began on 17 August 1976 to appraise the Staff Side Units of Government's proposals.

Formal consultations began on 27 October 1976 and agreement was reached with the SAT Unit Committee on 29 October 1976, after several important changes to the Government's proposals, requested by the Committee, had been agreed to by Government.

Militants within the Steno/SAT grade organised opposition to their Unit Committee by means of a signature campaign. The Committee resigned and the succeeding Committee repudiated the agreement with Government.
