Dear Madam,

I have been authorised by the Governer to reply to your petition of 10th October 1977 to the Governor in Council. As there is no statutory right of appeal to the Governor in Council in this case your appeal has been treated as a petition to the Governor.

The petition raises matters which have been discussed at meetings with your Association or in correspondence between the official and Staff Sides. As you know, arrange- ments have been made for your Committee to discuss these issues on 18th October, 1977 with Mr J.A.B. Stewart, Head of the Hong Kong Department of the Foreign & Commonwealth office. A further reply will be sent to you after your meeting with Mr Stewart.
