Thank you for your letter of 10 October about the dispute in Hong Kong about the audio typis$$.
I am glad you are sending Mr. Stewart over to Hong Kong to talk about it, but this is an industrial dispute and it would be no bad thing to a quaint the Hong Kong government with our methods of trying to arbitrate industrial disputes.
Would it not be practicable to find an independent arbitrator (Mr. Stewart cannot be regarded as independent since he is a government servant) within Hong Kong or from the UK to act as umpire.
