2. The relevant papers are attached, along with a draft reply, for your signature, to Mr Hargreaves' letter of 3 October. As you will see, the dispute has a long history in this department and I am sorry that we have not consulted you about it before. I have some misgivings about sending Mr Hargreaves a copy of the memorandum on the dispute but, since copies have been sent to MPs, I doubt that any harm can come from sending a copy to the TUC. It is possible, however, that Mr Stewart's visit to Hong Kong will render the memorandum out of date.
