The present average age of Stenographers/SATs is 25 1/2 years and the average length of service in the grade is 3 1/2 years. Both these figures are very low and it cannot be accepted that the grade has a career development problem. In total, the long term promotion prospects for the grade, which have during the past few years been exceptionally good, should remain very satis- factory and provide a good career.

I am sorry that you feel that the Official Side has displayed lack of sincerity and good reasoning. The record suggests the contrary.

Every matter that your Association has raised has been researched and answered factually and in detail either by letter or orally during one of the ten meetings with the two SAT Committees. Frequently, answers have been given by both methods, orally and in writing. Discussions have totalled more than 40 hours and time spent researching and answering letters and petitions has amounted to much more than this.

The several important modifications made by Government to its original proposals at the request of the first SAT Unit Committee clearly demonstrate a sympathetic approach from the Official Side, and the fact that the Official Side has brought consultations with five out of the six Secretarial Class Unit Committees to a satisfactory conclusion does not support your claim of lack of sincerity by the official Side.
