I have been authorised by the Governor to

reply to your petition of the 10th October 1977 to the Governor in Council. As there is no statutory right of appeal to the Governor in Council in this case your appeal has been treated as a petition to the Governor.

Your petition can most conveniently be grouped under the four headings Equal Pay for Women, Pay Policy for the Civil Service, Promotion Prospects for Stenographers/SATS and Staff Consultation, and I understand that it was under these four headings that on the 18th October 1977 you presented your case when Mr J.A.B. Stewart, Head of the Hong Kong Department of the Foreign and Commonwealth Office, saw you and two members of your Committee on the directions of Lord Goronwy-Roberts.

Equal Pay for Women

Government on the 27th May 1966 accepted the principle of equal pay for women which had been recom- mended by the 1965 Salaries Commission. On the 6th October 1969 the first of the seven stages towards equal pay was introduced in those grades where there were both male and female officers and where the male scale was regarded as the pay for the job. Exclusively female grades were considered by Government as already being paid for the job as in those grades there was only one scale. The exclusively female grades were therefore excluded from the scheme. This has inevitably meant that some female officers who previously were paid less than others are now paid more.
