Discipline

The proposed amendments to the Acceptance of

Advantages Regulations are still under consideration by

the Legal Department.

19.

Amendments to the Railways Ordinance which seek,

among other things, to improve and update the disciplinary

proceedings against railway employees and increase the

disciplinary powers of the General Manager are under

discussion.

20.

Consideration is being given to the establishment

of a specialist investigation unit in the Civil Service

Branch to assist heads of departments to process disciplinary

cases and to reduce delays to the minimum.

TRAINING DIVISION

21.

In an attempt to achieve a more methodical approach

to training activities, a formal training policy objective

has been published: "To offer training opportunities to

local persons to prepare them for appointment to the Civil

Service and to encourage existing staff to obtain or

develop the knowledge, skills and attitude they need to

make their most effective contribution to the Service."

22.

The Training Division is now engaged on a two-year

survey to identify training needs throughout the Service

and to help departments prepare comprehensive training

policies and plans.
