the Staff Side (not from the union concerned but from some other union in the same sector) and one from the Employers' Side, in this case the Hong Kong Government itself. The point was taken that this would set a proposed undesirable precedent in Hong Kong. Nevertheless it was felt that it was the sort of precedent that ́ was bound to come sooner or later and one that you should prepare yourself to think of granting.
5. I have gone into this at some length because our experts feel that the stenographers do have a real grievance in this matter. They, the stenographers, will be approaching the Trades Union Council here and MPs with trade union backgrounds, all of whom are likely to be sympathetic and to believe that the stenographers have a real grievance.
