During his recent visit the Head of the Hong Kong and General Department had meetings with both sides in the dispute. He has suggested to the Hong Kong Government that an independent arbitrator be appointed and this is currently under consideration. All of us here concerned hope that this will bring the dispute to a satisfactory conclusion.
