In his letter of 21 October Evan Luard promised that I would keep you in touch with the results of John Stewart's discussions in Hong Kong.
Stewart saw a delegation from the Shorthand and Audio-Typists' Association (now the Stenographers' Associa- tion) and discussed their problems. He also discussed the problem with the authorities. He suggested to the Hong Kong Government that they should consider the appointment of an independent arbitrator. The Hong Kong Government are currently considering this propoal.
I sincerely hope that the Hong Kong Government will accept the proposal of an arbitrator and that this will bring this dispute to a conclusion satisfactory to both sides.
