Promotion Prospects for SATs

The grade of Stenographer/SAT has since its inception been a one rank grade, without internal functional differences and with an eleven point career pay scale. All who joined the grade have known this and that advancement is possible only by gaining the necessary qualifications and moving to other, higher ranked grades when vacancies in those grades occur.

Vacancies in the grade of Personal Secretary have been filled exclusively from the grade of
Stenographer/SAT practically since the latter grade's inception on the 1st June 1965, and there is no intention for the foreseeable future of filling Personal Secretary vacancies from sources other than the Stenographer grade.

The two year temporary blockage of advancement to Personal Secretary due to over-establishment will have ended by the 31st December 1977, when vacancies will again arise for filling by Stenographers/SATS.

The grade of Stenographer/SAT has an incidental ratio of 5: 3 to that of Personal Secretary which indicates excellent long term prospects of promotion to the latter grade, whilst the new grade
of Supervisor of Typing Services with a present establish- ment of 71 posts, and which is increasing, improves this incidental ratio still further.

The new rank of Supervisor of Typing Services is a junior management rank and I appreciate that many Stenographers/SATs who may be academically and technically qualified will not be suitable for advancement to it. However, out of the first 31 appointees 27 were previously in the Stenographer/SAT grade.

As you had earlier drawn comparisons with the grade of Clerical Officer and the similarity of entry qualifications with those for SAT all SATs in post on the 8th December 1976 (the date the grade was restructured to Stenographer), who were qualified, were invited to elect to transfer to the rank of Clerical Officer II. Only 11 applications were received, of which 3 were later withdrawn.
