Grading of posts

Representations from the respective Heads of Departments that the following ranks should be upgraded:

Directorate

Judicial/Legal

Group

Director of Audit

Director of Fire Services

Commissioner of Prisons

Postmaster General

Commissioner for Television and

Entertainment Licensing

Chief Staff Officer, Civil Aid Services Assistant Director of Medical and Health

Services

Principal Medical and Health Officer Police Civil Secretary

Registrar General

Solicitor General

Assistant Registrar

(The Committee examined in detail the duties and

responsibilities of all Directorate posts and recommended that the grading of the above posts should remain unchanged).

Salaries

The opportunity of transfer to the Secretary rank, the security of employment in the Civil Service and the possibility of service beyond age 55 are not adequate incentives for the younger Directorate officers and should not be taken into account in reviewing Directorate salaries.

(The Committee considered it reasonable to note

these factors when recommending the salary levels for heads of departments).

Conditions of Service

The use of official cars by officers at the level of D6 to D9 should not be subject to the availability of a car.

(To agree to this would require more cars and would be inconsistent with practice in the private sector. However this question is still under

consideration).

Officers at or above the level of point D6 should travel 1st class by air both on leave and on duty, inside or outside the region.

(This would be inconsistent with practice in the private sector).
