it should be the normal practice for Directorate officers to take annual leave (paragraph 37);
Government should re-examine the previous recommenda- tion that officers should be allowed to commute up to 50% of pension into a gratuity (paragraph 38);
the Chief Secretary's and the Chief Justice's utility bills (electricity, gas and water) should be paid by Government (paragraph 39).
Date of implementation

The date of implementation of the recommended salaries and gradings, if approved, should be retrospective to 1st April 1977 (paragraph 42).
Government Secretariat comments on the recommendations

The Secretariat supports the Committee's recommendations on grading principles and the grading of posts in paragraphs 4, 5 and 8 above, and in due course proposals will be put to the Finance Committee for the provision of funds.

On salaries, paragraph 6 above, the Committee gave advance notice of its recommendations which were put to the Finance Committee at the same time as the proposals for the rest of the Civil Service. The Finance Committee approved the recommended salaries on 13th July 1977.

The Secretariat supports the recommendations in paragraph 7 above on air travel, leave and the payment of the Chief Secretary's and Chief Justice's utility bills and in due course proposals will be put to the Finance Committee. The recommendations on the use of official cars for private purposes and the commutation of pensions are still under consideration.
Comments of Heads of Departments

In accordance with previous practice, Heads of Departments were sent an advance copy of the Sixth Report and invited to comment on the recommendations. A summary of significant points is at Annex B.
