the Consultants in the Medical and Health Department should be upgraded from D5/D4/D2 to D6/D4/D2 to maintain the link between the top level of Consultant and the Deputy Directors of Medical and Health Services (paragraph 14);

all Judicial/Legal Group ranks at the present DJL 3 level (District Judge, President Lands Tribunal, Principal Crown Counsel, Assistant Registrar General) should be upgraded to a new DJL 3 level which should equate with D5 on the Directorate scale (paragraph 20);

the new post of Commissioner for Television and Entertainment Licensing should be graded at D4 (paragraph 23).

In general the present arrangements for the use of official cars for private purposes are correct, but provided a car is available. Officers at the level of points D6 to D8 who are in the Heads of Departments and Posts of Equivalent Status category of the Civil and Miscellaneous Lists, or at the second tier in a Group I department, should have the free use of an official car for home to office journeys; (paragraph 33). The Committee also observed that a pool of three cars should be provided for the Judiciary to provide transport for High Court Judges travelling on Court business (paragraph 34);

in general the present arrangements for air travel are correct, but officers at or above the level of point D6 who are in the Heads of Departments and Posts of Equivalent Status category of the Civil and Miscellaneous Lists should travel 1st class on duty journeys outside the region; and all children should travel economy. class, but children under the age of 12 travelling with their parents should travel by the same class as the parents (paragraphs 35 and 36);
