On 17 November Mr Bridge wrote to Mr Stewart. He outlined
the reasons why the Hong Kong Government were unwilling to agree
to accept the demands of the Shorthand and Audio-Typists Assoc- iation. The letter included comparisons between the UK and Hong Kong, to the latter's advantage.
2. On 22 December, Lord Goronwy-Roberts replied to a letter 4 from Mr Frank Hooley MP. In his letter, Lord Goronwy-Roberts said he would ask Hong Kong to review the case and to use the new negotiating procedures being introduced to deal with indus- trial disputes in the public sector.
3. I recommend that Mr Stewart should write to Mr Bridge.
should thank Mr Bridge for the defensive information included in his letter of 17 November and also press for a speedy resolution of the dispute. I submit a draft reply.
