ONSOLIDATION OF GIBRALTAR WORK IN SED
I have decided that all work on Gibraltar, with the exception of aid, should be consolidated in Southern European Department at a convenient date in relation to
the situation in Gibraltar. I hope this will be in the
early spring. Aid will be administered by the ODM in liaison with SED who will provide political guidance. Once the point in paragraph 3 below is fulfilled, please inform Sir Joshua Hassan, in confidence, and report his reaction.
