TRANSFER OF GIBRALTAR INTERNAL SECTION FROM GIBRALTAR AND GENERAL DEPARTMENT TO SOUTHERN EUROPEAN DEPARTMENT
1. As you know, the Chief Clerk was unhappy about the way it was earlier agreed to proceed on this matter. He asked me instead to prepare a single short submission to go up the administrative side of the office which took account of the views, and was agreed with, the two political departments concerned. Mr Kerr, who first suggested the concept of two submissions, is content with the new approach but suggests that the submission from me through the Chief Clerk to the PUS should have with it a draft minute from the PUS to the Secretary of State to bring the latter into the picture.
2. I now attach a draft submission and draft minute. In it I have tried to boil the problem down to its essentials as the Chief Clerk asked. I should be grateful for comments or concurrence by close of play by Wednesday, 19 January. Although I realise that this question has a long history and involves many factors, I should be particularly grateful if we could avoid introducing unnecessary complicating detail.
3. Meanwhile, I am retaining the original drafts and the related papers.
