TRANSFER OF GIBRALTAR INTERNAL SECTION FROM GIBRALTAR AND GENERAL DEPARTMENT TO SOUTHERN EUROPEAN DEPARTMEN T

As you will be aware this subject has been under discussion ever since the Inspection of this Department 18 months ago and had hoped that my original submission to Mr Hattersley would have resulted in a decision being taken at that tiae. But for one reason and another the subject was transferred over to Curtis Gr with the result that a submis ion issued from Personnel Policy Department (the political aspects of which were cleared with Mr Winchester and mycalf), but when looking at the papers this morning I realised that the minute from the PUS is addressed directly to the Secretary of State and not through Dr Owen.

It may well be that this matter has been satisfactorily settled on the Private Secretary net, but in case it has not I thought you should have a copy of the relevant papers. I understand that the PUB is signing the minute to the Secretary of State today.
