The Minister of State has seen the PUS's minute of 27
January and has minuted as follows:-

"This is a psychological issue and I welcome the change but the timing could not be worse. All my political antennae warn me against this. The key issue is the dockyard on which I am at present clearly wishing to take a tougher line than the Department and we will be considering an announcement very soon. Would it meet your need to make the decision and, as from 1 March or earlier, put Gibraltar under the Head of SED, save the Assistant Secretary post, but only make the change of Department formal in the summer. If we decide not to close
