The PUS has seen your minute of 4 March about the future of your Department. He has also discussed the question with the Minister of State.

The PUS believes, and I understand that the Minister of State agrees, that we should now proceed with the plan proposed in his minute of 27 January ie that the Governor should be instructed to tell Sir Joshua Hassan informally and in confidence of the changes which we propose to make, adding that they are part of a necessary administrative reorganisation and have no political connotation. In the light of Sir Joshua Hassan's reaction, the PUS will wish to consider the timing of the change. If the reaction is uninterested, disinterested, or mild, the PUS will wish the change to be put into practice fairly soon, but until Hassan has been sounded, he does not agree that we should fix on the date of 28 March. He will wish to make a considered recommendation on timing to the Minister of State in the light of the outcome of the sounding in Gibraltar.
