then set up our own department for handling questions of aid to Gibraltar. Regardless of whether you are now ready to proceed with the proposed arrangement for handling the FCO work on Gibraltar, my Minister has instructed me to make immediate arrangements for having the aid work to Gibraltar handled within the ODM. This I can do as from next Monday, the 14th March, by arranging for the work to be done by a Principal in our Middle East and Mediterranean Department in Rex Browning's Division. Unless you see some objection on your side, I propose that Rex Browning should make all the necessary arrangements with Lewis; the Principal concerned over here will be Woolverton, who can get in touch with Brown before the end of the week.
I am under instructions to report progress on this matter to my Minister by 10 March and I should, therefore, very much appreciate it if you could let me know before close of play today whether the FCO see any objection to the proposals in this letter.
I am copying this letter to Lewis (Gibraltar and General Dept) and Anthony Beattie (DTEU).
