of G & GD and HKGD, as it has become, did not take over respons- ibility for the rump of G & GD until 12 April this year. As

will be seen from the Office Directory the department has
officers, including Heads of Section, in
increased to 9 (3 in Hong Kong Section; 3 in the General Section; and 3 (temporarily 4) in the Staffing Section, plus one officer who works 3 days a week). It has already become clearly apparent that the responsibility placed on the Assistant in the department has increased considerably. The number of desk officers that he supervises and the load that he has to carry in the absence of the Head of Department (Mr Milton has acted as Head of Department for a period of more than 3 months in all during his eighteen months in HKI OD/HKD/HKGD) suggests to me that he should now be made a 5'5', I should be grateful if you could now approve this.
