I will arrive in U.K. on leave on Sunday 31st July and will head for Switzerland on 4th August, returning to U.K. around the 25th August. I am spending several days with I.C.L. to remove my grosser misconceptions about computers, followed by three days with various Govern- ment departments which are large-scale computer users, under arrangements made by I.C.L. Thereafter, I would like to spend up to a week in London, visiting (in addition to yourself) the Civil Service Department's Management Services Division and the Property Services Agency.

As regards the Management Services Division, I am interested in the wider picture of policy and general organisation, and would like to know something of current thinking on the best sources of recruits to these services, and of the training arrangements, central and departmental (there may be a management training division in C.S.D.?). I would be most grateful if you could fix something up, including a visit to the Civil Service College and some introduction to the sort of training given to members of the Administrative Grade. Two or three days should do?

As regards the Property Services Agency, we here have recognised that our arrangements for dealing with Government property, both as to planning for the future and for managing what we already have, are quite inadequate and fragmented. I am thinking mainly but not only of office blocks and Government quarters (mostly blocks of flats).
