HONG KONG: MR LIGHTBODY'S VISIT TO THE UK
1. I have already marked to you a letter from Mr Lightbody asking for various publications and advice about the Hong Kong Government's intention to introduce a computerized personnel data-processing system. I now attach Mr Lightbody's letter of 8 June to Mr Stewart, which should be considered along with his previous letter.
2. Mr Lightbody seems to be making his own arrangements to see International Computers Limited but it will be up to us to try to Mr. Watters, I make appointments for him with the Civil Service Department and
the Property Services Agency. It looks as though he wants appoint- ments made during the week of 5 September, on the assumption that the "several days" he will spend with ICL and the three days with various government departments will take up the time from 25 August. 3. As regards the CSD, I suggest that you should speak to Training Department in the first instance with a view to their putting you on to the particular department (or departments) of the CSD that Mr Lightbody wants to see. There is bound to be a management training department (or something of the sort) in CSD: the list of Senior Staff in public departments shows the CSD as having a Management group. Training Department should also be able to put you in touch with the Civil Service College, though it will probably be better to approach them through the CSD. Mr Hall in the Staffing Section and PSD may also be able to help about who does what in the CSD.

As regards the PSA, I think the point of entry there might be through Accommodation Services Department. As you may know, the PSA is at Croydon and that should be borne in mind in arranging appointments for Mr Lightbody.
5. I think we should aim at letting Mr Stewart have a draft reply to send to Mr Lightbody in about a fortnight's time.
