1. Mr Lightbody, Secretary for Administration in Hong Kong, is planning to visit the UK at the end of August and September. He is interested in the policy and general organisation of management services and wishes to investigate sources of recruits and training arrangements. He would also like an introduction into the sort of training given to members of the Administrative grade.
2. I would be grateful if you could agree to a visit by Mr Lightbody to the Management Services Division and also let me have some ideas of a possible programme.
