Information only! Action on Fara(s) 1. I discussed the recent Memorandum submitted to ExCo on the use of identity cards in Government record keeping and asked how ExCo had reacted to this paper. The reaction in ExCo was strangely relaxed and uninterested. This, however, was probably because there is not much knowledge of nor interest in the various systems or the dangers inherent in such systems. The Administration Branch is presently engaged on a report on population data bases. They are concerned about the effectiveness of the programme and may ask us to try and find an expert on this for loan or second- ment to Hong Kong. If they so need an expert, they will let us know.
THE FIVE-YEAR DEVELOPMENT PLAN
2. The new edition of this Plan is coming out later this year but Hong Kong is suffering from the lack of a competent management services expert. They asked me to approach Mr S D Walker CBE, presently an Assistant Secretary in the Civil Service Department, and an acknowledged expert, who is expected to be about to retire. They wonder if they could attract him to Hong Kong for a few years to conduct the management review and to train on the job possible successors. He could be offered a job in Staff Grade C (HK$11,650 p.m. If Mr Walker is himself not interested, I shall ask him if he can suggest another expert.
