CONGOLESE DIPLOMATIC BAG
1. We have today received, via the Congolese Embassy here, the enolosed Note Verbale of 13 April from the Ministry of Foreign Affairs (informal translation enclosed). The Congolese are complaining to us that a diplomatic bag they sent via Air France from New York to Brazzaville, last July, went astray, arrived in Hong Kong and was there opened by the police, who have since refused to return the contents. They ask HMG to get the bag back for them.

This is an odd request and sounds slightly suspicious. the Hong Kong police did indeed open the bag (which in itself would be unusual) they must have some good reason for not returning the contents (if, that is, they have in fact refused to do so).

We would be grateful if you could follow this up, and let us know in due course what this mystery was all about, and when we can in fact let the Congolese have the bag back.
