73. On 9th November, 1976, Thai female Chamneal RACINOWSKI arrived at Hong Kong Airport from Bangkok. A body search by Preventive Service officers revealed 313 grammes of a mixture containing 297 grammes of salts of esters of morphine (No. 4 heroin) tied around her calves. RACINOWSKI was arrested and charged with Possession Of Dangerous Drugs For The Purpose Of Unlawful Trafficking. She was sentenced to 4 years' imprisonment.

74. On 23rd November, 1976, Singaporean males TEO Yong-bor (1728/2837/5399) and LIM Kay-huat (2651/0502/4099) arrived at Hong Kong Airport from Singapore. When they were body searched by Preventive Service officers a total of 5.567 kilogrammes of prepared opium was discovered tied to their waists and calves. TEO and LIM were arrested and charged with Possession Of Dangerous Drugs For The Purpose Of Unlawful Trafficking. TEO was sentenced to 21 years' and LIM to 2 years' imprisonment.

75. On 16th December, 1976, Thai male San PTIYANAKUL and his wife Kobkan POTIYANAKUL arrived at Hong Kong Airport from Bangkok. A search of their baggage by Preventive Service officers resulted in the discovery of 437 grammes of a mixture containing 392 grammes of salts of esters of morphine (No. 4 heroin) concealed in the false bottom of a travelling bag. The couple were arrested and have been jointly charged with Possession Of Dangerous Drugs For The Purpose Of Unlawful Trafficking. The case is pending trial.

76. On 21st September, 1976, acting on information, Narcotics Bureau officers raided a room in the Sheraton Hotel, Kowloon. The residents of the room, Canadian male David John HOPPE and Canadian female Pamela Jane STANSFIELD were present at the time of the raid and both produced small packets of heroin and a set of scales bearing traces of heroin to the raiding party. A search of the room resulted in the discovery of 8 polythene bags of heroin hidden under the fitted carpet. The heroin comprised 98 grammes of a mixture containing 32.8 grammes of salts of esters of morphine. The officers also discovered an empty aerosol can bearing traces of heroin.

77. HOPPE and Stansfield were arrested and charged with Possession Of Dangerous Drugs For The Purpose Of Unlawful Trafficking, and Possession Of Dangerous Drugs. They were both found guilty and sentenced to 1 year imprisonment and a fine of HK$ 10,000 each, and 3 months imprisonment respectively, sentences to run concurrently. In respect of the fine, they were ordered to serve a further 6 months' imprisonment in default of payment.

78. Enquiries revealed that HOPPE and STANSFIELD had already posted 10 ounces of No. 3 heroin to Canada concealed in an aerosol can. It is believed that they were negotiating the purchase of a further 10 ounces prior to their arrest.

79. On 1st October, 1976 during a joint operation between the Narcotics Bureau and the United States Naval Investigative Service, Narcotics Bureau officers intercepted American female Dorotherean NEWBERN outside the Ambassador Hotel, Kowloon, and discovered 3 polythene bags of No. 3 heroin hidden on her person. Shortly after NEWBERN's arrest the officers arrested a second American female, Debra POSICH, in the lobby of the Ambassador. Later in the day, NEWBERN and POSICH were escorted to their residence at flat 2D, 7th floor, Glee Path, Mei Foo Sun Chuen where a further 16 small packets of No. 3 heroin were found. The total seizure comprised 53.6 grammes of a mixture containing 15.05 grammes of salts of esters of morphine.

80. NEWBERN and POSICH were each charged with 2 counts of Possession Of Dangerous Drugs. They were conditionally discharged on entering into a bond of HK$ 500 each to be of good behaviour for 2 years.

81. Investigation indicated that NEWBERN and POSICH intended exporting the heroin to Okinawa, Japan. Neither of them will be allowed back in to the Colony.
