As you will be aware, the record of detection of major drug syndicates by the Narcotics Bureau is a good one. The investigations required to bring a successful prosecution are protracted and evidence has to be built up carefully and meticulously. Although Mrs. Elliott may claim that no action was taken on her letter, you will see from what I have said above that the Ma brothers' case is about to come before the courts and we trust that convictions will be obtained.
Would you please ask Mr. Newens in any reply he may make to Mrs. Elliott to ask her to keep the information confidential, so as not to prejudice legal proceedings, especially the information that the Ma brothers were known to be involved in drug trafficking prior to 1974.
