The Government's Policy Advisory Committee in Ditu At this field, the Action Committee Against Narcotics (A.C.A.N.)
has examined the proposal thoroughly and much regrets that, owing to the major commitment described below, and to a lack of resources, it will not be feasible for us to undertake the task.
At present, our prime concern is to modify our own Central Registry of Drug Addicts (C.R.D.A.). To enable you to have a better understanding of the issue and the work involved, may I first of all present a brief account of its background, organization and capabilities.
Background
The Central Registry of Drug Addicts was set up in April 1972 on the recommendation of the Action Committee Against Narcotics. It is administered by the Narcotics Division of the Government Secretariat, and has an establishment of four officers (including two statistical posts now being applied for) who are responsible for its day-to-day operation. In addition, the Registry maintains a very close working relationship with the Census and Statistics Department, which provides professional statistical advice, and the Data Processing Division of the Finance Branch (of the Government Secretariat) which processes and analyses the data collected. Its original objectives were:-
(a) to estimate the total number of drug addicts in

(c)
to compare the success rate of organized treatment with that of other forms.
