1. Derek Milton of my department wrote to you on 21 February to ask for your views on Hong Kong's performance in coping with their drugs problem. I write now to ask if I may come across and see you to discuss this matter. I was recently in Hong Kong and spent some time studying the drugs problem which, as you know, is a significant one for the Hong Kong Government and of potential political importance in the UK. On my way home I called on Peter Law, the Counsellor for Hong Kong affairs in our Embassy in Bangkok, who, as you know, is concerned with the drugs problem
2. If you can spare time to see me, perhaps you could ask your secretary to ring mine on 233 8732 to fix an appointment. It would help if you could let us have a reply to Milton's letter in advance of our meeting and if we could meet before the end of the second week in May. There will be a meeting here in the following week to which I must report on this matter.
