The effect and quantification of heroin importation from S.E. Asia including Hong Kong, in the USA, Canada and U.K.

The enforcement efforts in the U.S.A., Canada and U.K.

Latest smuggling techniques.

International liaison and methods of communication. (To include both single country liaison officers and the role, functions and effectiveness of both Interpol and U.N. liaison officers and the increasing duplicity of communications).

Forecast of future developments in countries, territories, regionally and inter-regionally.

You will note that, in this format, the agenda will cover the progress of narcotics from production, through manufacture, export, re-export, right through to the consumer, and it should give us an insight into the politics, policies and enforcement efforts along the way.

I should be grateful if you could transmit our suggestions to your Headquarters in Washington.

You are already aware that the Hong Kong delegates to the Conference will be myself, Mr. Peter Law (Counsellor for Hong Kong Affairs) & Mr. Joseph Cheng Chik-shin (Royal Hong Kong Police Force). All of us will be arriving in Washington on Saturday, 9th July and I shall inform you later of the flight details.
