DRUG LIAISON OFFICERS
THAILAND
1. You will know that one of the consequences of recent conferences in Geneva has been the decision by certain Westem countries to arrange for members of their police forces to be stationed in Bangkok with a view to increasing effective actim against drug smuggling.
2. The Home Office here has also discussed the advisability of stationing a member of the Metropolitan Police in Bangkok but the consensus is that to do so is unnecessary given the presence of Peter Law in Bangkok.
3. I understand that during his visit to London in the spring Roy Henry discussed with the Metropolitan Police the possibility of using Feter Law to cover UK interests as well as those of Hong Kong. I gather that Henry thought Law could, without too much trouble, carry out any necessary additional liaison work and that Law himself is happy to do so. Indeed, I do not think that a great deal of additional work will be required of Law, except perhaps that he would need to file reports with the Metropolitan Folice as well as filing them, as at present, with
you.
Consequently, if you agree, I should be glad if you would give formal approval for Peter Law to act as UX Liaison Officer in addition to acting as the Hong Kong Liaison Officer.
5. I am also writing to Sir David Cole to obtain his agreement.
