Since this submission was typed I have again heard from
Hong Kong. The meeting which took place between the Deputy Commis- sioner of Police and representatives of the Associations of all
ranks of the Hong Kong Police has been completed. The representatives of the Associations pledged their complete loyalty to the Commissioner of Police and promised that they would in future consult only through the established channels and by no other means. They engaged themselves and the members of their Associations that there would be no further protest gatherings. The Junior Police Officers' Association have not withdrawn all their objections to the proposed amnesty and will wish to make further representations but these will be made through the proper channels. I again asked about public opinion in Hong Kong over the proposed amnesty and was assured that the vast majority of the public appear to be in
favour of the move.
9. The Commander British Forces is sending his own assessment of the situation to the Ministry of Defence and will be making proposals. It is probable that these proposals will include a suggestion that the Brunei Gurkha batallion be put on notice to move to Hong Kong but the latest developments as reported in this paragraph, make it unlikely that he will recommend going any
further.
