I was again rung this morning by Mr Davies, the Secretary for Security in Hong Kong, who told me that, although the announcement of an amnesty had been received favourably by the Police in the first instance; during Sunday it had become evident that the ring leaders of the previous demonstrations who were, of course, most cases police officers who were already under investigation for corruption, were not satisfied and that they were inciting their followers not to accept these concessions. The Commissioner of Police had had a series of meetings with the Gazetted Officers' Association (superintendent and above) and the Expatriate Local Inspectors' Association. The spokesmen of these groups had indicated that they intended loyally to carry out their duties and instructions from the Commissioner of Police but that they were not confident that they could' guarantee that their rank and file would carry out their orders and their duty in the maintenance of law and order. The Deputy Commissioner of Police, Mr Henry, was meeting the leaders of all the Police Associations and had, at the time of the No telephone call, been closeted with them for about three hours. news of what had taken place has yet been reported but Mr Davies promised to ring me, either at home or at the Office, as soon as it was known what the reaction of the rank and file was. There had already been some indication that officers were engaged in minor industrial action, e.g. the normal procedures against illegal hawkers and parking offenders were not being carried out in some parts of Hong Kong.

5. Since I began drafting the above submission, Hong Kong telegram numbers 1092, 1093 and 1094 have been received which amplify the account given to me on the telephone on 5 November.
