WHY WAS THE AMNESTY GRANTED?
The Commissioner Against Corruption was able to assure the Governor that there remained no major organized corruption syndicates within the Police. In view of this assurance, and to allay fears within the Police, the Governor considered the amnesty to be both necessary and right.

TO WHOM DOES THE AMNESTY EXT END?
The amnesty covers all corrupt acts committed before
1 January 1977 except where suspects have already been interviewed or a warrant has been issued and except where suspects have left Hong Kong. The Governor has also reserved the personal right to waive the amnesty should a particularly heinous offence come to light.
