under investigation or where a warrant has already been issued. Also excluded are persons now outside Hong Kong and those charged with particularly heinous offences. The Governor also announced new procedures for pursuing complaints against ICAC.
5. Despite this amnesty there remains some discontent amongst
the rank and file of the Force, although the representatives of all Police Associations have pledged loyalty to the Commissioner and promised that there will be no further demonstrations. On 7 November the Legislative Council passed an amendment to the Police Force Ordinance giving the Commissioner of Police powers of summary dismissal. This is intended to strengthen his hand in dealing with any further disturbances. The latest reports from Hong Kong are that the police are now working normally and that there is widespread public support for the Government's actions.
