(a) guarding of key points;

(b) provision of cordons to assist the Police in search and

similar operations;

(c) military escorts and protection, and other escort duties £5

requested by the Police;

(d) assistance to Police in curfew enforcement, route clearance

and control;

(e) specialist assistance (Explosive Ordnance Disposal taune,

plant, helicopters and boats);

(f) provision of reserves for unexpected contingencies;

(g) assistance with searches as requested by the Police,

In a situation containing a greater level of violence, and in which a closer lavolvement of the military is necessary to enable the Police to maintain control, the roles of the military might be :

(a) provision of support to the Police when engaged in rict

control : normally in the form of cordons and on the periphery of a crowdy which could result in the Army being confronted by rioters;

(b) cordons around explosive devices;

(c) manning of check points in support of the Police; (d) manning of overt and covert observation posts;

(e) use of long range photography and video for identi

fication purposes;

(+) counter sniper action when requested by the Police.

We believe that it is a fundamental principle of our joint Polise/ Military concept of operations that the Police and Military rescurces should be mobilised in parallel. We envisage joint manning of Colony PolMil, Dis- trict PolMils and where necessary, Divisional PolMils from the outset and consider that military forces should move at an early stage of an Internal Security situation to appropriate "low profile" concentration areas in Hong Kong, Kowloon and the New Territories and come under command of PolMile. Within the overall policy declared by the Governor's Committee, PolMil commanders will deploy their resources to counter breaches of the law. Factors such as fatigue, proximity to the incident, intelligence on futura developments and the degree of public support for firm measures, as well as the tactics, equipment and capabilities of the different units, will in.. fluence the decision. The likelihood of violence occurring in erstwhile peaceful areas if Police Internal Security companies leave their Divisional areke must also be 'aken into account.
