23. The need to sustain the impetus in fighting violent crime is fully appreciated by the Commissioner of Police and his officers and determined and intelligent efforts have been and coptinue to be made to meet and overcome the challenge to public order and confidence.

24. The introduction of Divisional Action Squads in mid-1975 has proved highly successful and these squads, which are tasked with crime data available, to counter crime in blackspots and to exploit information obtained from Criminal Intelligence Units have contribu- ted significantly to the campaign against crime.

25. In Kowloon District, for example, the Divisional Action Squads account for 25% of all reported crime and for 40% of all detections.

26. The development of Criminal Intelligence Units at District level and a greater degree of centralised coordination is also showing handsome dividend s and the CID at all levels may now be considered to be receiving the intelligence input necessary to its task.

27. As recommended on my last visit in 1974, there has been not only a substantial increase of establishment in CID but a doubling of detective training facilities. There has been an increase of over 800 since 1974 and the present authorised establishment of the Department is 2257 detective staff and 415 civilian staff, acting in support. Application has been made to increase the overall establishment in Financial Year 1977-8 to 3723 detective staff and 531 civilian employees, making a total of 4254, and representing a 60% increase on 1974.

The CID Headquarters organisation is in the process of restructuring but at the same time retaining its very high capability for specialisation.

29. A proposal submitted to Government for the introduction of a new post of Deputy Director of CID, with the rank of Assistant Commissioner to coordinate CID operations throughout the Force

With the conforms to a recommendation made in my 1974 report. crime problem as the principal commitment facing the Force and with the substantial expansion of the Department, this post is now one of the utmost importance for the proper direction of resources. 30. There has been a very considerable increase in cases of

1503-2676. trafficking in dangerous drugs in the last two years - Much is attributed to intensified police action on the streets. The Narcotics Bureau continues to be one of the most efficient I have seen on my visits to large numbers of Folice Forces overseas. It has an international reputation and provides a fund of information on the illegal trade in narcotics emanating from South East Asia.
