THE ROYAL HONG KONG POLICE FORCE

1. I visited Hong Kong from 20 November to 5 December 1976 with the agreement of His Excellency Sir Murray MacLehose, Governor and Commander-in-Chief, to carry out my biennial inspection of the Police Force.

2. At the commencement of the visit, after a general briefing by the Commissioner of Police, Mr B F P Slevin, I was granted interviews with His Excellency, the Acting Governor, Sir Denys Roberts and the Secretary for Security, Mr L M Davies.

3. I also called, at my request, on Mr Alan Scott, the Secretary for the Civil Service and the Commissioner, Independent Commission Against Corruption (ICAC) Mr J Cater.

4. Amongst others whom I met at social functions were the CGS, General Sir Rodney Gibbs (who was on a visit from the United Kingdom), the Commander British Forces Hong Kong, Lieutenant-General Sir John Archer, the Commandant Auxiliary Police, Sir Douglas Clague, the Commissioner for Narcotics, Mr E I Lee and the Senior British Trade Commissioner, Mr I A C Kinnear.

I also met a large number of personal friends and acquaintances, both expatriate and Chinese, during the two weeks in Hong Kong.

The programme arranged for the visit by the Commissioner of Police was very comprehensive but at the same time directed at examination of significant problems and the priority needs of the Force.

Apart from discussions with His Excellency the Acting Governor, the Secretary for Security and the Commissioner and Deputy Commissione: Mr R T M Henry at the commencement of the inspection and again prior to my departure, I had useful meetings and briefings on the following areas of police development and functions:-
