Is the amnesty supported by the people? Yes, most certainly. I have been lucky and found one letter in the South China Morning Post from one W.J.Rother. Mr. Rother intimates that before the days of the ICAC it was almost impossible not to be corrupt in the Police Force due to pressures, these he does not elaborate on.de says the amnesty is the only answer and that people should accept it as they do not understand all the "ins and Outs" of the situation. Who is Mr. Rother? An ex-policemen of the HK Force! His letter has certainly done his honest colleagues no service and has rather made me wonder why Mr.Rother did nothing about the situation when he had the chance. There is such an official as Her Majestyês Inspector of Constabulary to whom he could have written. Perhaps he did not know this, or perhaps it was not worth his while to do so.

The police got the amnesty, but it was quickly followed up by a new "weapon" for the Police Commissioner.

The power to dismiss any member of the Force against whom a complaint is made. This was passed by the Legislative Council in 20 minutes. One third of an hour, that's expedition. I wonder if the Communist countries pass legislation that quickly!

The members of that meeting stand condemned. It is quite. obvious that democratic process was not followed in this case, either that or the Hong Kong disease has got into the brains of the Council.

An Ombudsman would have been a better answer. Let us just imagine a situation that could arise. Corruption continues in the Force. One honest copper tries to do something about it.
