Please see the attached papers about the appointment of Mr Henry as Police Commissioner in Rhodesia during the transitional period.
These minutes do not take account of the reactions which Lord Carver received while in Rhodesia to the
proposal to appoint Mr Henry. It would be a pretty serious step to recommend to Lord Carver that he must withdraw Mr Henry's name particularly now that he has put it to the Rhodesians. From what Lord Carver himself said to the Secretary of State, I had the impression that he believed that reaction in Rhodesia itself had not been too hostile and was certainly containable. I should, therefore, be grateful for your comments before I put these papers to the Secretary of State.
