1. I attach a copy of the latest Annual Review for 1976 which, in my opinion, contains only four points of substance:-
(a) there has been a slight reduction in the overall level of crime (page 1);
(b) the only reference in the report which could be construed as touching upon corruption is an unquantified and low-key comment by the Commissioner (page 2);
(c) the effective strength of the Force has increased from 93.1% to 94.8% on establishment (page 4);
(a) there has been a 27% increase in the number of complaints to the Complaints Office and a 50% increase in the proportion found substantiated (page 10).

I am copying this minute to the Overseas Police Adviser with a copy of the report for his retention and I should be grateful for any comments he may wish to make.
