has been in frequent touch with the Office over the last month about the case of his constituent, Mr Christopher Clements, who is in prison in Hong Kong facing a charge of murder.
2. Following a telephone call to Consular Department (who responded by letter) and a talk with me (not incidentally by telephone), Mr Stainton wrote on 3 May to the Secretary of State. On the basis of advice from Consular Department, Lord Goronwy-Roberts replied on 12 May to the first point in Mr Stainton's letter while my department sought advice from the Hong Kong Government on the remaining three points. By 9 May, however, Mr Stainton had written again, in reply to Mr Bristow's letter of 4 May. Lord Goronwy-Roberts wrote again to Mr Stainton on 20 May. The Hong Kong Government have now provided the information necessary to answer the points outstanding from Mr Stainton's letters. Since the points in question have general rather than strictly consular implications, I have agreed with Consular Department that my department should
submit.
3. The three points from Mr Stainton's letters that remain to
be answered concern:
(a) the nature of the legal aid scheme in Hong Kong (Mr Stainton's letter of 3 May) including Mr Stainton's request for pamphlets (his letter of 9 May);
(b) police procedures (3 May); and
(c) Court procedures (also 3 May).
It might also help Mr Stainton to have an up-to-date report on
Mr Clements' case.
