I am afraid that no pamphlet or booklet for public distribution has yet been produced in Hong Kong covering the procedures and regulations relating to the issue of legal aid in criminal cases, although such a booklet is in the course of preparation. Ilowever, I can assure you that this information is readily availah le in liong Kony Government Public Enquiry Offices and from the llong Kong Prisons Departuent for prisoners on remand.

I an informed that the drugs case in which Petre Crowder is representing the accused is still sub judice and in these circumstances it would not he appropriate for me to comment. I do not, however, share your general criticisms concerning police procedures and the delay in producing prosecution papers. In particular you night like to know that, in connection with

Ar Clements' case and generally, there are no prosecution papers that the prosecution must provide before committal proceedings begin. The important point in ir Clements' case is, of course that he is yet to face trial. If there are allegations relating to police conduct or to the case against Mr Clements, these can be rabed then. I understand that no such allegations were raised at the committal hearing.
